I'm confused about something that maybe someone here can help me with.?

It happens quite often. Two unrelated bills are put together in an effort to acquire votes. It often leads to a campaign strategy of: "my opponent voted against _______". It is nothing new and has been used since I first started paying attention to politics 25 years ago and probably much longer.
